Following the second term of Evan R. Whitley, George M. Souter served as sheriff from 1879 to 1880. Born in South Carolina in 1834, he came to Georgia at the age of 19 and served in the Civil War. As his second wife he married Silvey Elizabeth Stewart, whose sister had married Sheriff Henry M. Mitchell. Souter died in 1902. At his death, he was superintendent of the county poor farm on Chicago Avenue.
