TNR (Trap.Neuter.Return) Douglas County Animal Services is now offering a Community Cat Program, which helps protects the feral cats in our County. Citizens (caretakers) of these cat colonies are responsible for the basic care of these animals. Our Caretakers will then work together to humanely trap the cats, bring them to our facility on designated TNR surgery days, and pick them up the following day to release them back to their ‘colony’. The best way to locate your missing animal is to come to the animal shelter to look for your pet. Because we take in so many lost animals every day, because animals can wander so far from home, and because so many animals look alike, we are not able to tell you over the phone if we have your pet. When you come to the shelter, bring any pictures of the pet and your pet’s rabies certificate or vet record if the rabies shot is up to date.
You can also file your lost report with us using our ShelterPro Portal. There are also some social media outlets you can post on such as the NextDoor App, Facebook pages : Douglas County Lost and Found Pets ect. We also suggest you hang signs within a 3 mile radius of where your pet was lost and also hang signs at your vet’s office if they allow them.

The owner must come to the animal shelter during working hours to reclaim the pet. You must bring an ID (Drivers license or Georgia ID) and proof of ownership of animal, such as veterinarian records or photographs. You should also bring your pet’s rabies certificate if you have it and if it is still current.
You can only tether your animal outside for short periods of time while it is attended (you must be home) to prevent it from breaking free and running at large and/or injuring itself or others. While it is outside, whether tethered or not, it must have access to fresh water and shelter at all times.

Residential building permits costs are generated by computer and vary with each permit. Costs are based on square footage and estimated cost of construction.
All structures of a permanent nature require a building permit. This includes swimming pools. Fences do not require a permit.
Residential building permits are active for six months. They may be extended for an additional six months. This extension is not automatic, you must contact the Building Department to extend your permit.

Our programming varies according to the needs of the county as well as what is going on in the county. We televise all Board of Commissioners meetings live and re-broadcast them at 6 am and 6 pm daily. Douglas County Unified Development Code requires sidewalks on both sides of all internal streets on any development that has 25 lots or more. Also, sidewalks are required along the existing County roads when the development is within a one-mile radius of a school. Sidewalks should be a minimum of four feet wide, four feet from the back of curb and four inches thick. Sidewalks are not required when lot size is 3 acres or more.

There is a burning ban on all outdoor burning in all of Metro Atlanta, including Douglas County, between May 1 and October 1. This ban is imposed by the Georgia Department of Natural Resources Environmental Protection Division. The Douglas County Fire Department may also impose a total burn ban if conditions warrant (continued drought, high winds, high fire danger, etc.) During the remainder of the year, all outdoor burning requires a permit from the Douglas County Fire Department.

The Douglasville-Douglas County Water and Sewer Authority handles all repairs on fire hydrants that are located adjacent to Public roads (770-942-6633). Individual businesses are responsible for the maintenance of fire hydrants located on private property. The Douglas County Fire Department Fire Safety House is available for civic groups, churches, and schools. The Fire Safety House is used to teach small children (ages 3 to 6) the importance of fire safety in the home. Fire Station tours are available to teach children about fire apparatus, fire equipment, etc. To schedule the Fire Safety House or a Fire Station tour, contact the Fire Safety Education Officer at 770-942-8626.
Please remember that, even with scheduled Fire Station tours, units are subject to emergency calls, and Fire Department units must interrupt the tour to respond to the call. Your tour will be rescheduled if you desire.

Children who experience certain behaviors within the home or in the community is an indication that they are in need of support and services to help them address underlying issues.

CASA volunteers are assigned to a case by a Juvenile Court Judge. They conduct thorough research on the background of the case, reviewing documents and interviewing people who are involved in the child’s life. This may include teachers, therapists, extended family, doctors, etc. The CASA volunteer then make reports to the court, recommending what they believe is best for each child and providing information that will help the judge make an informed decision. CASA volunteers can also be instrumental in assuring that a child receives services which the court has ordered – things like counseling or special education.During the life of a case, a CASA volunteer monitors the child’s situation and may be the only constant in the child’s life as they move through the child welfare system.

A modular home or industrialized home is a building manufactured in accordance with the GA Industrialized Building Act (O.C.G.A. State-approved buildings meet the State Building and Construction Codes and bear an insignia of approval issued by the Commissioner. Modular homes area allowed in the AG, RA, R-LD, and R-MD zoning districts. These structures must meet all setback requirements for the respective zoning district and require a building permit.

To be placed on the list of vendors for Douglas County, firms and individuals must complete the Online Vendor Application Form or complete the manual six-page Vendor Application packet. Both the online and physical versions of the Vendor Application can be found below in the Vendor Registration section below.

You do not have to be a registered vendor with Douglas County in order to submit a bid or proposal. However, we encourage vendors to complete the registration process in order to avoid delays when awarding bids.
Sealed bids are opened in Citizen’s Hall of the Douglas County Courthouse at 8700 Hospital Drive, Douglasville GA unless otherwise noted in the bid posting.

Limited parking is available on the Courthouse grounds themselves since the festival takes up most of the Courthouse parking lot. However, over 800 parking spaces are available adjacent to the festival grounds in the Dorris Road parking lot, the Woodie Fite Senior Center, and the Multimodal Transportation Center. Free shuttle vans will transport festival visitors to/from the adjacent parking areas and the festival grounds.
There are also parking spaces available at nearby businesses across Hospital Drive from the Courthouse grounds, and one block away to the north at Kroger and one block away to the south at WellStar Hospital and 1st United Methodist Church with sidewalks in between these locations and the Courthouse.
Handicapped parking is designated on the festival grounds.
"September Saturdays" goes on rain or shine! Luckily, late September is usually very dry, but we do have an occasional shower or two. Wear comfortable clothes, and if the sky is cloudy, bring along an umbrella!
"September Saturdays" features a food court of local restaurants and caterers with food to make your mouth water! The food court opens at 11 am and most vendors will stay open until the 8 pm movie starts, so join us for lunch and dinner!

All Motions should be submitted to the Clerk of Superior Courts Office via E-File, mail, or hand delivery. A Proposed Order should accompany said Motion.
Judge McClain convenes court at 10:00 am normally, however, check court calendars and monitors located on the 2nd and 4th floor for the time of your case.
No. You are mailed the renewal notice approximately 60 days before your birthday and your renewal is due by midnight of your birthday.
We recommend having your vehicle inspected 4 to 6 weeks prior to your registration renewal date to allow for any needed repairs. If it gets to your renewal date and your vehicle has failed the emissions test, a repair waiver may be issued if you meet all of the specified qualifications. If the car is driveable, regardless of whether you are driving it or not, it is required to have a current tag.

As defined by the National Therapeutic Recreation Society, therapeutic recreation uses treatment, education, and recreation services to help people with illnesses, disabilities, and other conditions to develop and use leisure opportunities in ways that enhance their health, functional abilities, independence, and quality of life.

You must be 8 years old or older to compete with Douglas County in the Special Olympics. A medical form (PDF) must be on file.
Call Rideshare at 770-949-7665 or come by our office in the Transportation Center. Fill out a simple Passenger Information Sheet that tells us your home and work locations and your work hours. We will use that information to determine if there is a van that fits your schedule. If one of our vans fits your schedule and has a seat available, we will offer it to you while advising you of the pickup and drop-off locations and times.
If you choose to become a passenger, all you have to do is pay your fare and pick up a boarding pass.
Most riders pay $82 to $98 per month, depending on the length of their daily round trip. Fares may exceed $98 for vanpools that operate outside of the Atlanta metro area. Your fare is due on the last working day of the month. This represents an advance payment for the upcoming month. You can drop off your fare at the Transportation Center, mail it or conveniently pay online.

When you pay your fare, you will be given a Boarding Pass. No one is allowed to ride on a van without a current, valid boarding pass.
Your fare could increase under certain circumstances, such as a significant increase in your van’s daily roundtrip mileage or a significant, unanticipated, unbudgeted increase in expenses (example: gas prices, higher insurance costs). Riders will be given ample notice when a fare increase is planned.
Possibly. Some vans have to pay for parking at their work destinations. The driver is responsible for paying the parking fare and will collect an equal amount from each passenger to pay for parking. There is no charge for any of our pickup points in Douglas County. If passengers decide a van needs sunshades, cushions or similar items, they will pay for such items themselves. Also, each van sets its own policy for collecting money for items such as flowers or gifts.
Rideshare’s vanpool program pays for itself. Your fares are used to pay for the van’s gas, oil, insurance, regular maintenance and repairs. A portion of monthly fares is set aside to purchase replacement vans.
Your driver is just like you. He or she has a regular job, and drives on a volunteer basis for Rideshare. Volunteers drive in exchange for not having to pay a monthly vanpool fare. Rideshare puts drivers through a training program. This program includes:
Individuals with physical limitations or other special needs are encouraged to participate in the vanpool program. The only requirement is that their work location and hours fall within Rideshare’s regularly scheduled service. Rideshare does not offer at-home pickup or off-peak service.
Each van is allowed to make its own rules regarding eating and drinking. Alcoholic beverages are strictly prohibited. If you do eat, or drink coffee or soft drinks, we do ask that you try to keep the van clean. Smoking is absolutely prohibited.
Passengers on each van are encouraged to agree to a seating pattern that will allow for the most efficient operation of the van. Rideshare staff gladly works with individuals who have conditions that may require special seating considerations.
Rideshare has a Guaranteed Ride Home emergency service to get you home.
Again, Rideshare offers emergency service, up to three times a year, through area taxi services. However, we encourage passengers to make sure they are at their pickup points on time so they won’t get left behind.
You must provide your own way to work. We have no provision for this service.
The vans don’t run on most major holidays. If you have to work on those days, you have to provide your own transportation. There are some holidays on which some vans run and others don’t. If you need to work that day and are assigned to one of the vans that is not running, we will try to place you on another van for that day.
Normally, you do not deduct holidays from your monthly payment. The only time you would deduct a holiday is when you work on a non-major day such as Columbus Day when Rideshare is not able to place you on another van.
Passengers will be picked up by other vans or by a backup van dispatched by the Rideshare office. The van that broke down will be taken to Douglas County maintenance for repairs. When a van is in the shop for maintenance or repairs, a backup van is used to continue regular service.
First, talk to your driver and see if they can solve the problem. If you don’t feel comfortable talking to the driver, or if the driver can’t solve the problem, contact the Rideshare office.
Yes. We do, however, ask that you notify us, preferably in writing or by email. We give prorated refunds, but they may take thirty days to process. If you do not notify us that you have stopped riding, you may not receive a refund.
Rideshare is a department of the Douglas County government. Administrative expenses are shared by vanpool riders and the Douglas County government. New vans and capital projects are financed with 80% money from the Federal Transit Administration, 10% from Georgia Department of Transportation, and 10% from Douglas County. Replacement vans are purchased with a portion of passenger fares that are put into a special account.
Absolutely. The Transportation Center is a public facility, and Rideshare encourages all local carpoolers and vanpoolers to use it. Also, church or civic groups who are going on a bus or van trip are invited to park their vehicles at the Transportation Center while they are on their trip.
The Woodie Fite Senior Center is located at 8750 Dorris Road adjacent to the Douglas County Courthouse. Enter Dorris Road at the Hospital Drive traffic light/Courthouse, drive down the hill, and the entrance driveway to the Woodie Fite Center is at the bottom of the hill on your left. Parking is available at the Center (no cost).
